Too many apartment hunters don't try to negotiate rent with a landlord. Often, it's because they just assume the rent isn't negotiable or they worry they'll risk insulting the landlord by trying to haggle and lose the rental opportunity.
The truth is it probably never hurts to try talking a landlord into lowering the rent. However, you're more likely to be successful in these two situations.
